HUD Seeks Comments on AFFH State Assessment Tool

HUD’s Affirmatively Furthering Fair Housing (AFFH) rule now requires states, local governments and public housing agencies to conduct a more formal fair housing planning process, as a condition of receiving federal funds.

This process requires program participants to use an assessment tool to evaluate fair housing choice and establish goals to address fair housing barriers.

HUD has now released the State and Insular Area Assessment Tool and is requesting public comment. NAHB will review the tool in consultation with members and respond to HUD by the May 10 deadline.

Among other obligations, the State Assessment Tool requires participants to summarize all comments received in the community participation process and provide explanations for reasons that comments were not adopted. The tool also includes questions related to a State’s Qualified Allocation Plan for low-income housing tax credits and other state-administered housing and urban development programs.

HUD will post sample maps and tables page as options for how participants can present data. These maps and tables will be available on the HUD AFFH Web page by March 18.
