FHFA Publishes Final Guidance on Duty to Serve Program

The Federal Housing Finance Agency (FHFA) today published its final evaluation guidance for its Duty to Serve program.

Fannie Mae and Freddie Mac have a statutory duty to support housing finance in three underserved markets — manufactured housing, affordable housing preservation, and rural housing markets.

Under the Duty to Serve regulation, Fannie Mae and Freddie Mac must prepare a plan that describes the specific activities and objectives the enterprises will take to serve these markets over a three-year period. FHFA will use the final evaluation guidance to assess the underserved market plans submitted by Fannie Mae and Freddie Mac.
